Celli Horstman

Celli Horstman, M.P.P., joined the Fund in 2021 as a senior research associate in the Improving Care Delivery program. She is responsible for providing research and writing support, and program management for the program as well as on general delivery system reform issues. Prior joining the Fund, she served as a senior data analyst in Health Care Programs at NORC. While there, she provided significant support to large health surveys, developed expansive reports for clients with survey data, and supported their program’s Diversity, Equity, and Inclusion initiative. Horstman received her M.P.P. from Duke University and B.S. in political science from Florida State University. She is currently pursuing a Ph.D. in Health Policy from George Washington University's Milken Institiute School of Public Health.
