Lisa Shugarman

Lisa is a mission-driven leader and Senior Fellow at NORC at the University of Chicago, specializing in the design, implementation, and evaluation of Medicaid and Medicare-financed health care systems. She brings deep expertise in aging, long-term care, and care integration, and is known for advancing innovative models and strategies to improve public health programs. She has over 25 years of experience working on issues related to aging, home- and community-based services (HCBS), Medicare, Medicaid, dual-eligible populations, care integration, and end-of-life care/palliative care. She has directed or served as a subject matter expert on projects for the Centers for Medicare and Medicaid Services (CMS) Innovation Center, the CMS Center for Medicaid and CHIP Services (CMCS), the Administration for Community Living (ACL), state Medicaid Agencies and State Units on Aging, as well as for philanthropy. Lisa holds a Ph.D. from the University of Michigan in Health Services Organization and Policy.
