Gulcan Cil, Ph.D., is senior statistician at the Center for Evidence-based Policy (CEbP) at Oregon Health and Science University. She is a health economist with an expertise in integration, processing, and analysis of large datasets from administrative records and national surveys and statistical methods for improved causal inference as well as cost-effectiveness analyses. In her role at CEbP, she primarily performs analyses of Medicaid claims data as the lead analyst to support various research initiatives across the organization and provides analytic support and statistical consulting to other researchers. Prior to joining CEbP, Cil worked at Oregon Research Institute as an associate scientist, serving in more than 15 federal agency–funded research projects in investigator, data analyst, or cost analyst roles. She earned a Ph.D. in economics from the University of Oregon.
