Bio: Mark Halladay, a 1999-2000 Commonwealth Fund Harkness Fellow in Health Care Policy, is chief executive of New Possibilities National Health Service (NHS) Trust in Essex, which is the UK's largest NHS Provider of care to people with learning disabilities. He has led the development and delivery of services in general hospital, mental health and learning disability services. He is also a fellow of the University of Essex's Health and Social Service Institute and a member of the National Confederation of Health Authorities and the Trust's Learning Disability Policy Group. His research interests in organizational behavior and theories of effective management.

Project: A Comparative Study of Services for People with Developmental Disabilities
Description: Halladay's project aimed to: identify, describe and compare current models of organizing and funding services for people with developmental disabilities in the U.K. and California; compare the delivery of care for people with developmental disabilities with that of general health care; and identify the current and future challenges in meeting the needs of developmentally disabled people. He undertook a literature review, analyzed state and federal policies, and conducted interviews and field visits with key service regulators, providers, purchasers, users and their representatives.
