Martin Marshall

1998-99 Harkness Fellow

Bio: Martin Marshall, a 1998-99 Commonwealth Fund Harkness Fellow in Health Care Policy, is a family physician in Exeter, UK and a Senior Lecturer in general practice at the University of Exeter. He has a B.Sc. in Immunology from the University of London and a M.Sc. in Primary Health Care from the University of Exeter. His doctoral thesis used largely qualitative research methods to investigate the professional relationship between generalist and specialist physicians. His research interests focus on quality measurement, communication in health care, and the therapeutic or healing relationship. Dr. Marshall manages several research programs, as well as conducts and publishes his own research and teaches research methods. He is a primary care consultant to the Egyptian government and has worked in several developing countries.

Project: Public Disclosure of Performance Data: Learning from the U.S. Experience

Description: Marshall's study aimed to describe the U.S. experience with publicly releasing health care performance data, and to use this information to help guide future U.K. policy. He conducted an extensive review of published and unpublished reports, and expert interviews with academics, policy analysts, purchasers and providers on the influence such reports have on the way care is delivered and purchased.
