Kathy Rowings, J.D., joined the Commonwealth Fund as a program officer for Policy in May 2026. She supports the development and implementation of the Fund’s national policy strategy for improving health system performance, advances state health policy innovation, and helps execute projects and grants to inform and educate federal and state policymakers. Prior to joining the fund, Ms. Rowings served as Manager of the Interagency Response to the Opioid Crisis at the Institute for Intergovernmental Research, where she managed a multi-million-dollar grant portfolio supporting more than 80 state, local, and community-based organizations working to improve health care access, behavioral health services, and outcomes for justice-involved individuals and rural communities. Previously, Ms. Rowings spent six years at the National Association of Counties, where she advanced justice and health reforms, supported county leaders in implementing data-driven policy solutions, and facilitated cross-state learning collaboratives. She began her career as an attorney focused on housing justice at the Sargent Shriver National Center on Poverty Law. Ms. Rowings earned her J.D. from Northwestern University School of Law and her B.A. in English from Miami University.
