Kathryn E. Phillips, M.P.H., is an associate director for the California Health Care Foundation, a private, independent foundation that works to improve coverage and care for Californians with low incomes and strengthen Medi-Cal, the nation’s largest Medicaid Program. Kathryn supports strategy across the Improving Access to Care Team, develops strategic priorities and new initiatives to build the future health care workforce in California, and fosters alignment of workforce activities across the foundation. Kathryn joined the Foundation in 2016 as a senior program officer. In that role, she led the foundation’s efforts to advance primary care, accelerate the adoption of integrated behavioral health care, and improve population health management capabilities among providers that serve Medi-Cal members. Previously, she directed regional and national quality improvement projects at Qualis Health (now Comagine), including the landmark Safety Net Medical Home Initiative, which developed and tested an evidence-based framework to guide primary care redesign efforts. She also served in Washington, DC, at the National Business Group on Health where she built public-private partnerships to create evidence-based purchasing guidelines and workplace health programs to advance clinical preventive services, maternal and child health, and behavioral health for the nation’s largest employers, unions, and trusts.
