Bio: Denis A. Roy, M.D., FRCPC, a 2005-06 Commonwealth Fund Harkness Associate in Health Care Policy, is director of information and knowledge management for the Monteregie Local Health and Social Services Network Development Agency. He is also associate professor at the Social and Preventive Medicine Department, University of Montreal and the Epidemiology, Biostatistics and Occupational Medicine Department, McGill University. In 1998-99, he served as acting director of public health at the Regional Board of Health and Social Services and was, until January 2003, assistant to the director. Roy also acted as director of the Centre de coordination de la lutte contre le cancer du Quebec from 2000-04. In October 2004, he received the Excellence Award presented by the Quebec Association of Community Health Physicians for his outstanding achievements in the overall development of community health in Quebec. Roy is a member of the Expert Panel on Health Reports of the Canadian Institute of Health Information, member of the Board of the Canadian Association of Provincial Cancer Agencies, council member of the Canadian Strategy for Cancer Control, and member of the Public Health Advisory Committee of the Canadian Council on Health Services Accreditation. He has practiced preventive medicine and worked in public health for more than 20 years and holds an M.D. from Laval University in Quebec. Roy earned a master in public health at the University of California, Berkeley and a master of science in epidemiology and a specialty in community health at McGill University.

Project: Development of a New Governance Structure Focused on Continuing Improvement of Performance in the Regional Healthcare System

Description: The local health and social services network development agency was commissioned in January 2004 to introduce local service networks to serve the Montérégie region, the second largest province in Quebec with a population of 1.4 million. Eleven local services networks were created to serve populations ranging from 25,000 to 225,000 people. The local networks report to the agency and handle management of all delivery of health care and social services to the population in this territory. The agency utilizes an evidence-based decision-making strategy. The agency’s goals are: to determine regional benchmarks for the 13 service continuums; to formulate targets for priority improvement; to develop the mechanisms for assessing the performance of local networks; and to facilitate knowledge exchange groups formed around specific issues. The project will examine innovative methods for applying more evidence to the governance of health care systems
